ALEXANDRIA, Va. – Islamic Relief USA (IRUSA), the leading Muslim humanitarian and development organization in the United States, has formalized a strategic agreement to commit $25 million over five years to the Islamic Development Bank (IsDB) in support of its Response Recovery and Resilience Facility (the “3R Facility”).
Ahmed Shehata, Chief Executive Officer of IRUSA, signed the agreement during the IsDB Annual Meetings held in Baku, Azerbaijan, from June 17 – 19, 2026. In addition to the signing ceremony, Mr. Shehata shared his expertise as a speaker on several high-level panels. His insights focused on critical humanitarian and development issues, including resource mobilization, supporting Syria’s recovery and reconstruction, and climate humanitarian resilience in the Horn of Africa.

By fostering coordinated responses, we can effectively address the root causes of fragility and create stable environments where growth, security, and opportunity can flourish.”
Established in April 2026, the 3R Facility serves as a vital resource for IsDB member countries dealing with the effects of both human-made or natural disasters. Through targeted grant financing, the facility assists approximately 32 member countries transitioning from crisis and fragility toward long-term recovery and sustainable development. These countries often face intersecting economic, environmental, and security risks – such as extreme poverty, limited public services, food insecurity, rising inequality, and forced displacement – that can stifle growth. The facility is also empowered to provide support to non-fragile member countries impacted by sudden natural disasters.
Under the terms of the agreement, IsDB will reimburse IRUSA up to $25 Million for funds allocated to emergency response activities over the five-year program duration, based on mutually agreed-upon initiatives.
This agreement builds on an already strong relationship between IRUSA and IsDB. In April 2026, IRUSA and IsDB announced they were partnering to jointly launch a $7 million emergency response project in Sudan to implement health care services, clean water, and safe shelters. The campaign is expected to help an estimated 375,000 people.
In addition, IRUSA was approved by IsDB to join the steering committee of one of the bank’s flagship programs, Tadamoon 2.0. The Tadamoon program aims to help 500,000 of the most vulnerable people in the bank’s member states and to train 1,500 civil society organizations to develop their capacity to address humanitarian needs of their local communities. In the next 5 years, IRUSA and IsDB will develop joint projects towards achieving the goals of the Tadmoon Program.
